There was a peony bush already here when I moved into the house. It has never bloomed in the 5 years I have been here. Last fall I cut it back and I was excited to see a bud but it never opened.

My grandma has a few, they take a bit of luck and patience to fully bloom and get going, but after a good frost and they come back, they are good for a long while.

There is a peony bush planted here when I moved in. It is not in an ideal location and so has never bloomed. And no I cannot dig it up and move it elsewhere.
