I hear ya! Whatever the color bucket or pail is....I'd figure the kid just likes that color!
This is a good and kind idea to start with, and both autism and food allergies are valid points.
However, I agree with ZandraJoi, there are so many things out there that should or could be identified, for health or safety reasons. How to keep track of them all?
There will always be something else on the list........so, where does it end?

I'm so busy counting and then gathering my bags to hand out that I barely have time to look at their costumes, much less what they're carrying.

& then not all may want to use that certain color bucket. Or just may use blue because it matched their costume!
I think it should be up to the parent, not society, to monitor their kids & keep track. We are already aware.
