Have you seen this before? It’s in movies or TV shows. You see a fan with streamers or strips of cloth blowing in the fan’s breeze. Why do you think this is done? Do you do it? I searched & it’s mainly on TV just to show that the fan is running. It can also be to divert your attention to the movement. I don't do it as I don't see the need.

Most likely for decoration or maybe give a view of how the wind is blowing? I'm sure it is just to make the scene fancier.
